About company:

The candidate will lead NCA Afghanistan Peace building Programme. The team consists of a coordinator with two officers providing oversight to peace building projects. Three partner organisations are implementing projects in the four target provinces of Samangan, Daikundi, Khost, and Kabul. The post-holder will primarily be responsible for programme management, specifically responsible for initiating, planning, launching, controlling, and closing all project activities. Moreover, the post-holder is also responsible for strategic oversight of CSO partner organisation, technical leadership, including developing proposals and initiating fundraising initiatives. There is a transparent and open form of communication among the team, recognising and listening to different views, perspectives, and opinion. Additionally, there is an opportunity to seek guidance and support from the Head of Programme. The post-holder must be willing to carry out daily activities with a measure of independence and authority

  • Work with the ministry of economy (and other relevant ministries) to ensure the NCA previous registration is accepted, or if required a new registration is made.
  • Communicate with the relevant national and local, security / authority figures, to ensure the security of NCA assets and safety of staff. As the structure of the security institutions becomes clear.
  • Responsible for liaising with line ministries and government departments concerning all issues but including; work permits (national and international staff), visas, passports, tax exemptions, and any other relevant documents for the Country Office.
  • Create working relationships, with Government officials, including, Ministry of Interior, Economy, Foreign Affairs, Finance and line ministries related to programs.
  • Work with Programs to ensure access, at all levels including the local / provincial level authorities, when problems arise in a given area.
  • Work with partners, in relation to any acceptance issues they may be having in relation to them working with NCA. In particular to the gaining of MoU’s when required if partners are having difficulty.
  • Ensure the clearance of imported goods passing through customs.
  • Attend related meetings, among both international and national NGOs, e.g. Humanitarian Access Group, and other Humanitarian access platforms, special ACBAR meetings etc.
  • Work to solve other issues that may arise in relation to NCA and work in Afghanistan.
  • Performs other duties as assigned.
Job description:

The selected candidate will be appointed for the accurate and proactively performance of the following duties here but not limited to by the manager.Different projects and monitoring of the completion of the task has to be done in the time frame given by the responsible authorities. NCA is seeking a competent and highly motivated Access Officer to join our team in Afghanistan. In this key position under NCAs Country Director, this position will work in close coordination with all departments on access and government liaison issues and has key responsibility to work with NCA staff and partners alike. The NCA programmes in Afghanistan respond to economic empowerment, water, sanitation & hygiene (WASH), and humanitarian assistance. NCA works with local Afghan organisations, strengthening community ties through locally driven projects.

  • Motivated and flexible, hardworking individual, able to work on a number of tasks simultaneously in coordination with other NCA staff.
  • Flexible and able to travel around Kabul city / Afghanistan as the role requires.
  • Skilled in computer use and MS office suite.
  • Strong organizational skills and attention to details
  • Excellent oral and written knowledge in English (will be tested) and local languages
  • Integrity, Team player, Collaboration, Proactive problem solving.
